The decision usually goes like this. You are flying to Tokyo for a week, you do not want to think about data, and “unlimited” sounds safe, so you pay $27.50. On the trip you use maps, messaging, a few photo uploads and some video on the train, which is a few gigabytes in total. Unlimited is worth paying for when you would otherwise run out. For most travellers that is less likely than it feels. At about 500 MB a day for maps, messaging, translation and browsing, a week uses around 3.5 GB and a month around 15 GB.
